There's nothing worse than being stuck on a part in a game to the point you just want to break your controller into your screen except maybe having a friend keep bragging after he blows you off the map. With new hit games coming out monthly, there's always going to be fresh people looking for the hottest cheats to get an edge in the newest game. Perfect breeding grounds for a gateway site.
Sites like Gamefaqs, cheatcc, and cheats.ign.com see hundreds of thousand people every month looking for a way to get ahead in their game. If you can siphon even a fraction of traffic off you can make some good coin. Even if you have no other source for cheats other than these three authority sites don't worry, all you have to do is have a gamer see your offer for cheats before they've seen them anywhere else.
Set your site up so that users can search by specific game and then have a main page describing each individual game you have cheats for. Once they get to the game page, have catchy descriptions for all the cheats you have and build them up on just what they'll be able to do in game. The cheat page for Contra would say "punish your enemies and never die again with unlimited health" or "ultimate destruction and carnage with unlimited ammo". A description that really drags people in and catches the eye is way more likely to convert as opposed to "unlimited ammo" or "unlimited health". Next to your description have a link to your cheat that says something like get the edge and get your cheats now or stop losing and get your cheats here.
After you've gotten their attention with your amazing headline and they've clicked through, block the cheats page with a gateway. If your cheat is elaborate and has multiple button presses and isn't just a one word cheat code, leave a 1-2 second timer so they get a slight glimpse of the cheat but can't make it out to use it. This builds them up even more and helps drive your conversion rates up.
You don't need a separate page for every cheat, having them all on the same page actually encourages people to keep coming back. If they're looking for a specific cheat and they see three others they'd like to use, they're more likely to come back when they're playing another game and need some more cheats. Set the content access time on your gateway(the time a user has access after they've completed a survey) for only a couple of hours. This makes it so that after someone has finished with the game they came to find a cheat for and are playing a new game, they'll have to do another survey for more cheats.
When promoting your cheats site is when you'll want to use your most creative descriptions. If you can convince people that the cheats you have are unique and not what they can get elsewhere, it increases the likelihood they'll complete a survey for the cheat. Try to target discussions on forums about specific games and or specific levels that people are stuck on in games. YouTube works well here if you can find footage you can use for a game. Just but a banner across the video promising to help people get further.
